We found a site in the US who supply Union Jacks, Cowhide Covers, they are called and they do a very good quality Union Jack flag the right size for the litle flag poles. Can't remember exactly how much they charged, somewhere around $11.00 inclusive of postage. They were advertising on UK ebay, which is how I eventually came across them. One or two members gratefully bought some. I lost my first one and had to order another. 
They did seem to be quite hard to track down, plenty of Union Jacks available in the UK, but not it seems the smaller ones that bikers want, appart from really basic quality ones, such as children would wave at parades etc.
